CASPER, Wyo. — The Wyoming Business Council said on Monday that its board of directors will be considering a grant and loan request from the City of Torrington during its upcoming quarterly meeting in Casper.

The City of Torrington has requested a $3 million Business Ready Community grant as well as a $3 million Business Ready Community loan. The $6 million would be for a project to construct a feed mill, warehouse and retail store for M Lazy Heart Ranch on 12 acres of city-owned land.

The property is located in Torrington’s Eastside Industrial Park.

“The proposed feed mill will have the capacity to grind, mix or pellet 65,000 tons of feed per year using a semi-automated system,” the Wyoming Business Council said.

M Lazy Heart is looking to obtain federal licenses to mix and manufacture Type B medicated feeds, according to the WBC.

“A facility of this size with advanced technology does not currently exist in Wyoming,” the WBC said.

The WBC’s Business Ready Community grant and loan program helps finance publicly owned infrastructure projects that serve business needs and aim to promote economic development.

In order for Torrington to receive the funding, the WBC Board of Directors would need to recommend that the grant and loans be approved. The State Loan and Investment Board would then need to give final approval.

The WBC Board of Director’s meeting will take place from 10 a.m. to 4 p.m. Thursday, September 30 at the Sharon J. Nichols Auditorium at the McMurry Career Studies Center at Casper College, located at 125 College Drive.

“Other matters of business include consideration of adoption of Broadband Development Grant Program rules, a contract with the Wyoming Women’s Business Center, and WBC FY21 Q4 financials,” the WBC said.

People can access meeting materials online.

“For anyone interested in participating, listening, and/or watching remotely, you can join the Zoom meeting at https://us02web.zoom.us/j/295704768,” the WBC said. “To call into the meeting, dial 1-253-215-8782 or 1-346-248-7799. If you wish to speak during the meeting, please send an email to wbc-conference@wyo.gov prior to 4 p.m. on September 29. Please state your name and the topic you wish to address.”
