Police charged James Matthew Brogden, 38, of Goldsboro, with DWI, resisting an officer and damage to property following the Thursday night crash, which occurred around 9:45 p.m. on Interstate 87 in Wake County.

The state Department of Public Safety said Brogden was inside a Chevy pickup truck. The driver was taken to the hospital by ambulance before he was jailed.

No one inside Moore's unmarked SUV was injured, and Moore does not believe he was targeted, although he said it felt that way at the time.

"I doubt he knew who we were," Moore said. "But when you're moving at highway speeds ... you can imagine the kind of things going through your mind at that point."

Moore, R-Cleveland, and state Rep. David Willis, R-Union, were returning to Raleigh from Wilson after several events Thursday when the vehicle they were traveling in was “rammed from behind several times,” Moore spokeswoman Demi Dowdy said in a statement. General Assembly Police Officer Jason Purdue was driving, and Moore's deputy chief of staff, Dan Gurley, was also in the vehicle.

Brogden was taken to the Wake County jail but bonded out, Moore said. Wake County District Attorney Lorrin Freeman said he was also cited with misdemeanors for attempting to flee, failure to head lights and sirens, hit and run and failure to reduce his speed.

Moore said he visited several locations Thursday, including Wilson Community College, a campaign reception for local Republican state Rep. Ken Fontenot and the whirligig park in Wilson. "It had been a great day," he said.

In Friday's news conference, Moore said the driver hit them three or four times at highway speeds. He said the driver drove several more miles and stopped in the left lane.

Moore's security team turned on the SUV's blue lights and followed the driver, coming to a stop near him. Moore said the man stayed in his truck the whole time.

"I'm just glad everybody's okay," Moore said Friday, adding he is thankful the car didn't flip over or spin. Moore also said the bumper damage on the General Assembly police Tahoe he was riding in "doesn't look that bad," though the impact was alarming.

"He hit it really hard -- it jolted," Moore said.

More thanked Purdue, a retired State Highway Patrol officer now on the General Assembly police force, who he credits with staying calm and maintaining control of the car.

"I think we were the first thing he hit that slowed him down ... but he shouldn't have been on the road," Moore said.
